They were concerned Academy Road would develop into something like the Corydon Avenue strip, a popular stretch of restaurants, bars, coffee shops and retailers.
It's building on public property folks, this is what you get; bickering, complains, people trying to control other people's businesses. Getting rid of public property would solve it.
Another interesting aspect of this is that it shows that public property is really a sham, it's actually government property. This business owner had to ask permission to use so called "public property". If he just went ahead and put together his patio without going through "the system" then he would have had fines, police harassment, even risk getting his business shut down.
That's what the government does; if you don't bow down to them, they'll come and get you.
